What the draft Master Plan includes

The Rosslyn Bay State Boat Harbour Draft Master Plan (draft Master Plan) sets out a long-term vision and strategic framework for the harbour. It considers how the harbour could evolve while continuing to support its roles as a working harbour, recreational boating destination, transport gateway, visitor destination and place for community use.

The draft Master Plan includes:

  • a long-term vision and key outcomes for the harbour
  • strategic directions to guide future planning and decision-making
  • a structure plan and design concepts for different parts of the harbour
  • potential future improvements and areas requiring further investigation
  • an implementation pathway to guide short-term and long-term planning.

How the draft was prepared

The draft Master Plan has been informed by specialist studies covering marine infrastructure and operations, coastal processes and environmental values, economics, industry and tourism, property and leasing, and planning and urban design.

Early discussions with harbour tenants, operators, government agencies and other stakeholders provided direct operational knowledge and helped identify opportunities and constraints. The public feedback period enables the broader community and stakeholders to review the draft Master Plan and provide feedback to inform the final Master Plan.

As a non-statutory planning document, the draft Master Plan provides overarching direction for the harbour. Any future initiatives arising from the plan would be considered through further investigation and the relevant planning, funding and approval processes, taking account of government priorities.
