Master planning for the priority Port of Hay Point/Mackay

The Department of Transport and Main Roads (TMR) is leading master planning for the priority Port of Hay Point/Mackay to establish a long-term strategic outlook for the ports, and the surrounding land and marine areas vital for sustainable development.

In accordance with the Sustainable Ports Development Act 2015, a master plan will balance long-term economic growth, job creation, environmental values and community interests, while providing protection for the Great Barrier Reef World Heritage Area.

Status of port master planning

The draft master plan and draft port overlay for the priority Port of Hay Point/Mackay have been released for public consultation in accordance with the Ports Act.

The Priority ports master planning guideline (PDF, 4.05 MB) has been developed to help the community and other stakeholders better understand priority port master planning. It outlines the master planning process and matters considered when developing a master plan.

Public information sessions were held with the community to talk with the project team in October and November 2022.

The draft master plan and draft port overlay are available for viewing on the TMR website. Display copies of the draft master plan and draft port overlay were also available to be viewed at:

What happens next?

Submissions are now closed.

Following public consultation, all written submissions will be considered in preparation of the final master plan and final port overlay. Once finalised, the master plan and port overlay will take effect.
