Overview
The Queensland Government is reviewing the Heavy Vehicle National Law Regulation 2014 to ensure it continues to meet the needs of Queenslanders and supports safe, efficient and practical heavy vehicle operations.
Under Queensland’s legislative requirements, all subordinate legislation must be reviewed every 10 years, and the current Regulation is due to expire on 31 August 2026 unless it is updated and remade.
The Regulation includes several Queensland‑specific provisions that modify how the Heavy Vehicle National Law (HVNL) applies in Queensland. These provisions support:
- Commissioner of Police consent for certain mass or dimension exemption notices and permits (section 3)
- Route assessment fees for assessing heavy vehicle access on Queensland roads (section 4)
- One-tonne mass transfer allowances that provide flexibility in distributing mass across axle groups to suit Queensland road conditions (section 31).
As part of this sunset review, we are seeking feedback from industry and government stakeholders on whether these provisions remain effective, necessary, and fit‑for‑purpose, and whether any changes should be considered before the Regulation is remade.
