Overview
The Department of Transport and Main Roads (TMR) has developed a preferred planning layout for the future widening of Deception Bay Road from 2 to 4 lanes, between the Bruce Highway and Park Road/Lipscombe Road intersection.
The preferred planning layout shows how future upgrades will improve safety, ease congestion and cater for future traffic growth.
The section between the Bruce Highway and Park Road is the last remaining 2-lane section of Deception Bay Road. Duplicating this 3.3-kilometre section will provide a seamless transition from the Bruce Highway Upgrade - Deception Bay Road interchange currently under construction.
The preferred planning layout achieves a number of strategic objectives and responds to community feedback on key themes including:
- improved safety
- better active transport provisions
- environmental considerations.
TMR sought feedback from the community on the preferred planning layout from 28 November 2022 - 11 January 2023.

Key features of the preferred planning layout include:
- widening Deception Bay Road to provide a 4-lane median divided arterial road
- a fauna overpass across Deception Bay Road
- fauna fencing to prevent animals from accessing Deception Bay Road

SECTION 1
Section 1: From Bruce Highway to Zammit Street
This section connects to the Bruce Highway Upgrade - Deception Bay Road interchange project currently under construction.

Section 2: From Zammit Street to Park Road

- U-turns will be permitted at the signalised intersection at Deception Bay Road and Park Road/Lipscombe Road to travel west along Deception Bay Road and south along Lipscombe Road

Access
Will the access to my property change?
This section of Deception Bay Road has been identified for an upgrade from 2 to 4 lanes to improve safety, ease congestion and cater for future traffic growth.
As a consequence of the road duplication, dividing central medians will safely separate the east and west bound lanes. New service roads will be provided to separate property accesses from the arterial road, improving safety for residents and through traffic.
As a result of these safety improvements, some property accesses will change to left-in left-out only.
Can I do U-turns at traffic signals?
Yes.
U-turns for travel heading east and west will be permitted at signalised intersections at Priests Road, Zammit Street, Krause Street and Warroo Drive intersections to ensure property access is maintained in both directions.
U-turns will be permitted at the signalised intersection at Deception Bay Road and Park Road/Lipscombe Road to travel west along Deception Bay Road and south along Lipscombe Road.
What is the purpose of the service roads?
Service roads are proposed on the northern and southern sides of Deception Bay Road, at the western end.
The service roads will connect to Deception Bay Road via a new signalised intersection at Priests Road. The service roads will provide direct property access and reduce the number of direct access points to Deception Bay Road, increasing safety and efficiency.
Where are the new traffic signals?
New or upgraded traffic signals will be provided at Priests Road, Zammit Street, Krause Street, Warroo Drive and the Park Road/Lipscombe Road intersection to better manage traffic flows, improve safety and reduce congestion.
Active transport
How have active transport facilities been improved?
Improved facilities have been incorporated into the preferred planning layout to encourage more people to take up walking and bike riding. This includes a new 6.5-kilometre active transport pathway in addition to the existing 2.6-kilometre pathway that will be upgraded.
The pathways will be between 2.5–3 metres wide to ensure adequate width for both pedestrians and bike riders.
The shared pathways on both sides of Deception Bay Road will be linked via controlled crossing facilities at signalised intersections and will connect to the existing walking and cycling network.
Can I ride my bike to Arethusa College?
Yes. The shared pathways will link to the existing walking and cycling network, including the existing pedestrian pathway near Arethusa College.
New or improved off-road active transport pathways are provided on the north and south sides of Deception Bay Road.
On the northern side of Deception Bay Road, a new active transport shared pathway is proposed from Park Road to Priests Road. Bike riders and pedestrians using this pathway will be able to access active transport infrastructure on the southern side of the road via crossings at key signalised intersections.
On the southern side of Deception Bay Road, a new active transport shared pathway is proposed from Lipscombe Road to Tallowwood Drive, which will connect to pathways crossing over the Bruce Highway as part of the Bruce Highway Upgrade – Deception Bay Road interchange project.
Public transport
Can I lock and leave my bike at any of the bus stops?
At this stage, there is no provision for a lock and leave facility. However, installation of cycle stands will be considered in further design stages.
What facilities will be provided at the bus stops?
The facilities proposed include:
- a firm, evenly graded boarding point, as level as possible
- an unobstructed space large enough to allow for the deployment of a ramp so that a person with a mobility disability can safely get on or off a bus
- a seamless transition between the bus stop and connecting footpaths
- tactile ground surface indicators
- bus stop seats and shelter.
All bus stops will be indented in a bus bay and conveniently located either side of signalised road intersections to ensure the facilities can be safely accessed via pedestrian crossings.
Will my public transport journey be longer?
There will be 8 bus stops located along this route to provide improved active transport connections.
Journey times by public transport are expected to improve, due to the improvements in traffic capacity and flow, and reduced congestion along this section of Deception Bay Road.
Fauna overpass
What is a fauna overpass?
A fauna overpass is a structure that will be built over Deception Bay Road to create an effective wildlife crossing. One will be included in the future upgrade and will connect Freshwater National Park to wildlife habitat areas on the southern side of Deception Bay Road with a wide, vegetated platform above Deception Bay Road, allowing for the safe crossing of native fauna.
The fauna overpass would be supplemented by fencing to channel wildlife through the crossing point and restrict fauna accessing the road.
